Running normal defragmenters does not help. Oddly, this wizard also doesn't let you enlarge partitions. Later I tried "gparted live cd" at first it did not work either but it did instruct me to use chkdisk and rebbot 2 times. One metadata file just refuses to move, which is causing the shrink volume to continue to utilize less than half of the free space.
When I tried to shrink it in 10 and 20 GB increments it worked. If you have a desktop, you can install the new one as a second internal drive (which will become the first one after you remove the older drive). Please try the request again.
